They do not come with the car or tires. These wheels have all of the spokes none them are missing. They have a 1982 part number, these are the longer snout version which is more desirable attractive wheel versus shorter on 87 through 89's.

And the last picture is to show you what wheels look like on a car, that car Lincoln Mark vi. They do not come with the caps, one pic cap on wheel, is just to show you what it looks like. A friend of mine even put these on his 1970 Mark iii. They are used but in very good condition have some flaws still pretty darn nice.
