I'm not sure on the exact years but around 1969 and maybe both hubcaps are nos. Or, just leave it alone as a factory characteristic. Hubcap 1 has some of the black paint from Ford lettering that bled into centerpiece grooves when this was manufactured.

Here is a nice pair of nos Ford mag wheel hubcaps. You can see the discolored area on centerpiece. I'm sure it will clean off with a little fingernail polish remover on q-tip.

You can see the boxes that they came in. These were used on various Ford model's such as Galaxy, Fairlane, Mustang, and a few others.
