The inside has some dried up oil or something which makes me think it might have been used but I don't know.

The hubcap is new and un-used, it dirty, dusty has some small light scratches from storage, there one heavier scratch seen in pictures that I think will polish out look OK. Nos Studebaker hub cover part for 1949 champion may fit other years, the paper packaging is worn, torn, dusty and has smudges. The shipping box measures about 12 x 3.
